The AI Hotline Is Already Late

The U.S. has proposed an AI incident notification channel with China just as an AI-assisted intelligence failure reportedly brought the two countries close to a military confrontation. A hotline could help, but only if provenance, thresholds, evidence, and escalation rules exist before the call.
